Tu\u1ea7n tr\u01b0\u1edbc, m\u1ed9t quan ch\u1ee9c \u0111i\u1ec1u h\u00e0nh c\u00f4ng ngh\u1ec7 th\u00f4ng tin (CNTT) \u0111\u00e3 \u0111\u01b0\u1ee3c ph\u1ecfng v\u1ea5n tr\u00ean tivi v\u00e0 \u00f4ng \u1ea5y n\u00f3i: \u201cCung c\u1ea5p c\u00f4ng nh\u00e2n CNTT c\u00f3 k\u0129 n\u0103ng s\u1ebd kh\u00f4ng theo k\u1ecbp v\u1edbi nhu c\u1ea7u c\u1ee7a c\u00f4ng nghi\u1ec7p. Theo th\u1ed1ng k\u00ea s\u1eed d\u1ee5ng lao \u0111\u1ed9ng t\u1eeb ch\u00ednh ph\u1ee7 M\u0129 \u0111\u01b0a ra th\u00e1ng n\u00e0y (10\/ 2012) s\u1ed1 c\u00f4ng nh\u00e2n CNTT \u0111ang t\u0103ng l\u00ean v\u1edbi t\u1ec9 l\u1ec7 nhanh h\u01a1n nhi\u1ec1u so v\u1edbi t\u1ed5ng l\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng. \u0110i\u1ec1u \u0111\u00f3 \u0111\u00e3 \u0111\u1ea9y CNTT th\u00e0nh k\u0129 n\u0103ng n\u00f3ng nh\u1ea5t trong n\u1ec1n kinh t\u1ebf hi\u1ec7n th\u1eddi. M\u1ed9t quan ch\u1ee9c ch\u00ednh ph\u1ee7 n\u00f3i: \u201cN\u1ebfu b\u1ea1n l\u00e0 sinh vi\u00ean \u0111\u1ea1i h\u1ecdc mu\u1ed1n c\u00f3 vi\u1ec7c l\u00e0m t\u1ed1t, CNTT l\u00e0 ch\u1ecdn l\u1ef1a t\u1ed1t nh\u1ea5t c\u1ee7a b\u1ea1n. M\u1ed9t nh\u00e0 ph\u00e2n t\u00edch Wall Street gi\u1ea3i th\u00edch: \u201cTh\u1ea5t b\u1ea1i c\u1ee7a dotcom \u0111\u00e3 l\u00e0 nguy\u00ean nh\u00e2n ch\u00ednh cho thi\u1ebfu h\u1ee5t hi\u1ec7n th\u1eddi. Khi n\u00f3 x\u1ea3y ra v\u00e0o n\u0103m 2000, qu\u00e3ng n\u1eeda tri\u1ec7u c\u00f4ng nh\u00e2n CNTT r\u1eddi b\u1ecf v\u00e0 chuy\u1ec3n sang ngh\u1ec1 kh\u00e1c. Tin t\u1ee9c v\u1ec1 kho\u00e1n ngo\u00e0i CNTT chi ph\u1ed1i tin t\u1ee9c n\u00e0y v\u00e0 l\u00e0m cho c\u00e1c sinh vi\u00ean ti\u1ec1m n\u0103ng ho\u1ea3ng s\u1ee3 tr\u00e1nh h\u1ecdc CNTT. T\u1eeb 2002 t\u1edbi 2009 \u0111\u0103ng tuy\u1ec3n v\u00e0o l\u0129nh v\u1ef1c CNTT \u0111\u00e3 s\u1ee5t gi\u1ea3m 38%. Ph\u1ea3i m\u1ea5t \u00edt nh\u1ea5t m\u01b0\u1eddi n\u0103m n\u1eefa \u0111\u1ec3 s\u1eeda thi\u1ec7t h\u1ea1i n\u00e0y. T\u1ea5t c\u1ea3 nh\u1eefng \u0111i\u1ec1u n\u00e0y xu\u1ea5t hi\u1ec7n khi ch\u00ednh ph\u1ee7 d\u1ef1 b\u00e1o r\u1eb1ng l\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng CNTT s\u1ebd t\u0103ng tr\u01b0\u1edfng 25 ph\u1ea7n tr\u0103m trong n\u0103m n\u0103m t\u1edbi. The IT skills shortage continue<\/p>\n

Last week, an Information Technology (IT) executive was interviewed on TV and he said: \u201cSupply of skilled IT workers is not keeping up with industry demand. And it seems to not change anytime soon. We want to grow, we want to hire more people but we could not find enough skilled workers. Today TV and newspapers are full of news about unemployment and bad economic situations but the IT industry is still growing and we are hiring but the problem is there are not enough qualified applicants.\u201d This complaint is echoed by many Chief Information Officers (CIO) throughout the industry.<\/p>\n

According to the employment statistics from U.S. government released this month (Oct 2012) the number of IT workers is growing at a much faster rate than the overall workforce. That has pushed IT to be the hottest skill in the current economy. A government official said: \u201cIf you are a college student who wants a good job, IT is your best choice. There is no better choice at this moment. In just four years you can make over hundred thousand dollars and have a stable career that will last for decade.\u201d According to U.S. Bureau of Labor Statistics data, currently there are about 4 million IT workers in the U.S. industry but the demand is estimated to be 6 million and still growing fast so the shortage is severe. Many economists consider IT as the key driver for economic growth and without an adequate workforce; the economy will not be able to grow out of current recession as the government has planned.<\/p>\n

A Wall Street analyst explained: \u201cThe dotcom fiasco was the main cause for current shortage. When it happened in 2000, about half million IT workers quit and switched to other careers. The issue that IT jobs were outsourced to India also discouraged many college students not to study IT. Few years ago, the booming of the stock market and finance sector encouraged more students to study business instead. In the past ten years, the belief among students was do not study IT as most jobs will be outsourced so a majority of students abandoned the tech field. All of that lead to our shortage today, and it would take several more years to solve this problem.\u201d<\/p>\n

Another analyst blamed the news media: \u201cAt the time when enrollment in IT programs at U.S. universities began to decline, many newspapers and TV continued to create a false perception that IT was no longer a viable career. News about IT outsourcing dominated the news and scared potential students away from study IT. From 2002 to 2009 the enrollment in IT fields has declined 38%. It would take at least ten more years to fix this damage. The situation is getting worse with the retirement of more IT workers, on the average about 600 IT workers retired each month. All this is occurring when the government predicts that the IT workforce will grow 25 percent in the next five years. There are not enough workers to fill this huge gap and there is no immediate solution for it.<\/p>\n

Another executive explained the current situation: \u201cIn the past, we outsourced IT works to low cost countries. They did well with coding and testing but when we began to outsource larger and complex software, most of them failed. Most outsource providers do not have enough skilled workers to perform these jobs. Their education systems are slow to change, their graduates do not have adequate skills and their project managers failed to manage accordingly. The number of failure in outsourced projects has cost us a lot of money. There is no benefit in outsourcing anymore so the current trend is stop outsource and switch everything back home. However we do not have enough qualified workers to do the needed works at home. Another solution is hiring top graduates from other countries and brings them to the U.S but we can only bring a limited number of them per year so it is a dilemma for our industry.\u201d<\/p>\n

To encourage college students to study IT, the industry has provided a list of needed skills to universities such as: Software developers, System analysts, Computer scientists, Software engineers, Information system managers, Software project managers, Software architects, Database administrators, Network systems administrators, Data analysts, Communication analysts, Network analysts, Computer security specialists, and Cloud computing services managers. There are many scholarships for IT students ranging from $12,000 to $20,000 per year. University that has updated training programs to meet the need of industry also received several million dollars in funding per department and hundred thousand dollars per professor to create new classes as the whole IT curriculum is being updated to accommodate technology changes.<\/p>\n
