It is about whether certain goals are met or not. Performing effectively means that the work is being done according to the expectation. Project managers are responsible for making sure that this happens. If a project team is working hard but not delivers what is needed then they are not effective.<\/p>\n<p>The best way to measure effectiveness is setting clear goals before the project starts and then evaluating whether the goals have been achieved or not. If the goal is to deliver the project on schedule and the team missed it by a few weeks than they are not effective.<\/p>\n<p>Efficiency can be measured in terms of the inputs required to generate the outputs. It is about the process in which the work is done. Project managers are responsible for making sure that this happen. If the same work can be done using fewer inputs then you have efficiency. The inputs can be money or people, if you can complete a project with fewer people than needed than you are efficient.<\/p>\n<p>The best way to measure efficiency is set a baseline during planning when the project is divided into several tasks; each task is estimated on how much money should be spent or how many people it will need. This becomes the baseline for measurement. All works are measured against the baseline to see if it needs more or less money or people.
