I also feel the same as I work for a U.S software company. However, I come from India and five years ago, I worked as a software developer in a company that provided outsourcing services to the U.S.\u00a0 I can comfortably say that I have seen both sides of this issue. I know what it is when your job is depending on a foreign company to provide you works. I also know what is like when you work in a company that is considering sending work to another country. Let me provide you with my personal view.<\/p>\n<p>First, the process of starting an outsourcing operation is costly. The first step, which was searching for a good outsourced supplier is full of issues. For example, the CMMI level of my Indian company does not always represent the real quality of our work. As a Level 5 company, we certainly do not guarantee any specific level of quality in the work. I do not know who appraised our capability but one day the management made the announcement that we are appraised at the highest level of the international quality standard.\u00a0 To many of us who develop software, we do not see any different. We are still doing the same thing that we did many years ago. I ask my friends and no one know why we are that good, be the best software company among very few. Even today, it is still a mystery to me. The involvement and cost of lawyers in the contract negotiations between client and my company as well as the issues over the contract terms also seemed like someone extracting your teeth: Very painful and full of arguments between clients and suppliers. It was surprising to see the hidden costs of outsourcing. Many upfront costs are not apparent in all the media coverage and all the hype we\u2019ve heard about low cost and big savings.\u00a0 In my experiences, I noticed that outsourcing companies do not report project status correctly for fear of losing business from the client. That is why many projects are delayed and nobody finds out until it is too late. Language or cultural barriers prevent effective communication between client and suppliers. If teams are in different time zones, certain issues may not be resolved until the other team comes in, which can take up to one day (i.e. USA and China). CMMI level does not reflect the real quality of the processes and products of the outsourcing company. Many CMMI level 5 still have late projects and low quality. Nonetheless, outsourcing still represents some cost savings for client companies. In the current economic downturn, any savings will probably be greatly appreciated. Thus, I believe that outsourcing will only increase in the future, because of a natural trend and because of the worldwide recession.<\/p>\n<p>After few years working in the Indian software industry, I applied and got accepted into Carnegie Mellon, the top software school in the U.S. It is well known among Indian software engineers that in the U.S there are only\u201d Two best schools that every Indian engineer would \u201cdream about attending\u201d: The Massachusetts Institute of Technology (MIT) and Carnegie Mellon University (CMU). However, seven out of ten Indian engineers would choose to go to CMU because of the strong connection between CMU and the software industry.\u00a0 While attending CMU, I have seen Bill Gates walking around the school many times, inspecting the GatesBuilding for Software Engineering. Not very far from the GatesBuilding is the Center for Innovations where Larry Page and George Brin, founder of Google also set up research laboratory. In the Center, there is a Cyber Lab where Steve Jobs of Apple Computer put a lot of money in funding security research. Almost every well known people in software industry have something to do with CMU and during my two years at CMU, I have attended lectures of James Gosling, the inventor of Java language who graduate from CMU several years ago, Kai Fu Lee, another CMU graduates, now is president of Google in China, Charles Geschke, also a CMU graduate who also founder of Adobe systems, Harry Strum, another CMU graduate who manages Microsoft Research Center in China,\u00a0 Freddy Aszures, a CMU graduate who invents the iPhone and now lead Apple Computer product development team, and Watts Humphrey, the founder of CMMI who work at the Software Engineering Institute at Carnegie Mellon.\u00a0 Every student knows that almost everyday at CMU, there are seminars and lectures from famous speakers all over the world and more people come to CMU than any other universities because of the strong connection between CMU and the software industry. Every month, software companies from all over the world come to recruit students at CMU. They said that CMU students typically receive seven jobs offer before graduation. I did not receive seven but only three offers before I completed my last semester in the Master in Software Engineering program. Last year, I began to work for a famous U.S software company in Seattle.<\/p>\n<p>It was interesting that I eventually become a manager for a team that supports the outsourcing operation. I remember reading Thomas Friedman\u2019s book \u201cThe world is Flat\u201d where he stated that globalization will help balance out the inequalities in the world, that while developed countries will lose some jobs, the developing ones will gain them.\u00a0 I believe this is a positive trend for the citizen of the world, because it will provide a more balanced economic landscape. Now working at the software company that have many jobs being outsourced, I begin to see things from different perspectives. I can understand the feeling of the people whose jobs are being threatened. However, I also see that in order to avoid this issue from affecting your career, you need to make sure that you have the skills that are highly valued for the company.\u00a0 I believe that you need to heighten your skills to make you less vulnerable to this outsourcing trend. Now more than ever, I believe in lifelong learning. If developed countries want to stay at the forefront of technology, the globalization process will force them to keep raising capability of knowledge and skills and that means software people must continue to study for life. Hopefully a consequence of this will be more innovation on a worldwide level. To developing countries, to compete for this outsourcing business they must also raise their competency level and should not count on lower labor cost. As the manager of the outsourcing operation, I do not look at India as a low cost country anymore because its cost has also risen so much in the past several years. Today I look at China, Malaysia and Vietnam but I know that in a few more years their costs would also rise too. I think that few years from now I will probably look at South America and Africa to select the best place with the best skilled people at the lower cost.<\/p>\n<p>As an Indian who came from a developing country, I know how my country is making progress by improving its education; I know how hard many of us have to study to pass many examinations but we all know that it is the only way to escape poverty. As a manager who travels to monitor activities of outsourced suppliers, I also see many progresses made in many Asian countries. I know the quality of the work of outsourcing companies, many of that are the results of the quality of the education system and the motivation of their workers. I also understand that the economic changes are important because they will dictate what skills will be in demand during the next ten years or so. Minds will be preferred over muscles as the high technology industry continues to expand. It has been estimated that 80% of the jobs available in the U.S and Europe within the next twenty years will be mostly in technology and only 20% will be manual labor, the exact opposite of the ration in 1900 where 80% of the jobs are all labor intensive. What does that mean to the workforce? A large gap is developing between who have high level skills and access to electronic knowledge and those who do not. We are now defining a new order in our knowledge society: The have and have not but instead of material things, it is shift to intellectual things. Never before in history have we had an economic shift of this magnitude. We move very slowly from gathering foods (Million years) to agriculture society (Thousand years) to industry (Hundred years) but now we are at the time where knowledge, digital knowledge, dominates everything in a matter of a few years.<\/p>\n<p>As I travelled to many countries, I saw that many people will not make it over this huge knowledge gap. We are likely to see the largest accumulation of skill-disenfranchised people in history because it is not about jobs but it is really about economic because there is absolute connection between the speeds of change in economic with violence and wars. Where many societies will disintegrate into extreme poverty, then chaotic and violence will come and nothing left of modern society but the return to savage exhaustion as we witness in some countries in Africa. I believe the only solution is better education and that is the only solution to this fast changing world. I know it well because I lived in India where education improvement has pushed my country from a poor developing country into a modern knowledge society. I also saw that happened in China and several other Asian countries.
