July 22, 2009 – Shanghai is set to become the new Bangalore according to a recent report released by KPMG. The report has China down for outsourcing greatness over the next few years. The main reason for this is the fruition of the Chinese government\u2019s 2006 plan to develop 10 cities within China specifically for the outsourcing market.<\/p>\n

The Chinese government has given great support to the outsourcing industry. China\u2019s International Institute of Multinational Corporations (CIIMC) is a government initiative with the scope of providing services to assist the building up of a bridge for exchange and contact between Chinese and foreign enterprises and the government. The NOA has been supporting its members interested in the opportunities in China since 2005 when we presented at the first Chinese global outsourcing conference in Guangzhou and we have had a number of study tours there since.<\/p>\n

Services include the provision of technology, legal consultation, professional training & advertising and general assistance to both Chinese and foreign investment enterprises. This will enable Chinese companies to compete in a global market place and also help western companies interested in setting up captive operations in China, which it seems more and more companies are inclined to do.<\/p>\n

This huge government backing is undoubtedly the main catalyst behind China\u2019s progression in the outsourcing industry. However, the report cites that a shift in corporate perception has also boosted interest in the Asian superpower. Businesses are looking to a variety of destinations to achieve their outsourcing needs. China has a sufficient supply of qualified low-cost labor and offers favorable conditions for foreign investment. Organizations whose belts have been tightened over the past year, will also find distinct cost advantages by outsourcing to China.<\/p>\n

Meanwhile, skilled workers are encouraged to undertake more training and education to meet the requirements of foreign investment in the hi-tech industries. China\u2019s educational and social training system is increasing the qualified labor force in the service sector.<\/p>\n

This increase in skilled labor, improvement in language capabilities and fruition of government investment points to a maturing outsourcing destination. Beijing and Shanghai are both featured in IDC\u2019s top 10 outsourcing destinations and with the government investment not about dry up, we may see these cities rise to the top of the table.<\/p>\n

Of course China is not without its problems. The country got a bloody nose from poor quality control within the manufacturing industry last year and some of the confidence damage would have seeped into other markets. Intellectual property (IP) is also a concern for the country. Very few intellectual property law suits have held water in China and companies looking to outsource processes that involve product\/software development may find that China\u2019s IP regulations a worry.<\/p>\n

There are also still barriers in terms of language. English Language capacity is improving in China, especially as almost all fresh graduates study some form of English during their undergraduate years. However, China is still far behind nations such as the Philippines and India when comparing language capabilities. China will of course need to address these issues, however, as the KPMG report highlights, they are certainly improving their presence in the outsourcing market.<\/p>\n

We may find more big name businesses looking to China to provide larger scale operations than their Asian neighbours and everyone should be prepared to see the country with the largest population in the world becoming a dominant force in software.<\/p>\n

July 15 2009 – SEACOM, a private company specialize in undersea fiber optic cable, has bringing super-fast communications cable linking East Africa to the rest of the world. Local businesses are expecting significant benefits from the new 1,28 Terabytes per second (Tb\/s) cable as large cost reductions and new connectivity spreads across the region. The cable system, linking south and east Africa to global networks via India and Europe, was switched-on across Tanzania, Kenya, Uganda and Mozambique early this morning under the eyes of the global media. The launch of SEACOM opens up unprecedented opportunities for Africa to compete globally, drive economic growth and enhance the quality of life across the continent.\u00a0 In the past several years, many countries in Africa have quietly improved their education systems with an emphasis in software engineering and information systems to prepare for the outsourcing business.<\/p>\n

Commenting on the Project, Brian Herlihy, SEACOM CEO, said: \u201cToday is a historic day for Africa and marks the dawn of a new era for communications between the continent and the rest of the world. Our tireless efforts of the past 24 months have come to fruition, and we are proud to be the first to provide affordable, high quality broadband capacity and experience to all east African economies. Turning the switch \u2018on\u2019 creates a huge anticipation but ultimately, SEACOM will be judged on the changes that take place on the continent over the coming years. One area that is being touted for significant growth is the East African services industries. Kenya has been making significant noises over the last few months as one of the best place for software outsourcing with the lowest cost that no country in the world can match. Programmers in Africa are making less than 5 dollars a day as compare with others in India or China making much more in an hour. With the help of governments, many companies begin to open offices in Europe and America and expect significant interest in off shoring to Africa. According to recent study, outsourcing business in these East African countries will boom over the next few months. The benefit of cheaper labors and skilled workers will also be keenly felt everywhere. According to Ken Ward, a spokesman for the Africa software industry, the key discriminator that distinguishes East Africa to other countries in Asia is their excellent in improving their education systems. Many are modeled after UK and Germany\u2019s software curricula with many professors hiring from these countries. Together, these East Africa countries can provide 20,000 to 60,000 software engineers a year to the global outsourcing industry. Most software students in East Africa put in an average of 12 to 14 hours a day because having the software jobs, either working for foreign companies or in outsourcing industry, is the only way to get out of poverty. Bruno Kruger, a German professor who came to East Africa several years ago comment: \u201cThey are the best students that I have seen in my 30 years of teaching, they study very hard and they know what they want to achieve. Their ambitions and motivations are so great and I am sure many of them will be very successful. They saw what happened in India, they understand that if they study hard they could beat India in both quality and cost and their country could have a larger share of the software market. With more jobs, economy will grow stronger and many people will prosper so this is not a few individual\u2019s dream but a common goal that the entire generation of young people in East Africa shares. They have seen wars and devastating results from neighboring countries and they know that without education, their country may end up in the same situation. Many students study from dawn to midnight, 365 days of a year, and the only way that makes them stop for a few hours is when there is a soccer game\u201d.<\/p>\n
