Few weeks ago, I attended the “Summer Davos conference” in Dalian, a port city located in the Yellow Sea. This city has several large High technology parks with over 70,000 software engineers and more than 700 software companies, more than half of which are foreign-owned or having foreign capital investment. According to government officials, by 2013, Dalian will have about 2,000 companies with over half million software engineers working here.<\/p>\n

Mr. Chuck Shi, the deputy high tech director gave me a tour of these parks and told me: “Dalian has become China’s number one place for software outsourcing, we model ourselves after Bangalore, India’s largest city for outsourcing. Today Dalian is the fastest growing economic area with the highest number of people employed in China. That is why the city for the second time hosted the World Economic Forum’s “Summer Davos in Asia”.<\/p>\n

The main topic of this year’s forum meeting is global economic growth. As many country leaders presented their plans, I noticed a sense of nervousness among several speakers since their countries were all suffering from the financial crisis and their plans did not meet their expectations. Even the strong economy of the U.S is only achieve about 2% growth”. I asked him: “How do you do that?” He answered: “The key reason is we understand the economic power of high technology, especially software where other are still focusing on manufacturing”. He smiled and continued: “Manufacturing is the past, high technology is the future. When the financial crisis happened, many countries were in trouble because customers stopped buying, manufactures had to close and million people were out of work. However with software, we do not have any problem as business continue to come in, stronger than before because we are better and cheaper than India. As global companies reducing spending and modernize their business, they need software and to keep cost lower, outsourcing is the solution. Instead of go to Bangalore, many companies are now discovering Dalian”.<\/p>\n

The city’s main high-tech park, DalianSoftwarePark has over 470 software companies, 40 of which are on the top Fortune 500 list. The largest is Neusoft, a fastest growing software outsourcing company in China. General Electric was the first foreign company to opening here employed thousand of software people. Others global companies quickly followed such as Dell, Hewlett-Packard, Microsoft, Google. IBM, Nokia, and Sony. Last year, Intel invested 2.5 billion dollars in a factory here with several thousand new jobs create this year and many more to come.<\/p>\n

The transformation of Dalian from a small town into a largest high-tech center in China is due to the vision of the former mayor Bo Xilai, who currently became China’s trade minister. He considered education as the foundation for high technology so he started with the improvement of the education system in his city. When many state owned schools were slowly to response, he advocated the establishment of more private universities with curricula focusing on software engineering and foreign languages. Currently Dalian has more than 20 universities, many are privates. The largest is NeusoftUniversity who owned by Neusoft and supply the workforce needed for their outsourcing business. By having a very strong education system, Dalian attracted significant amount of foreign investment and the entire city is transforming quickly. As more jobs are being created, the economy growing by order of magnitude, giving Dalian an extra competitive advantage over other cities in China.<\/p>\n

The next step in Dalian is building more SoftwarePark since many foreign companies are moving in with a total of 2.2 billion dollars invested so far this year. The main reason for this success is Dalian is close to Korea and Japan. By offering a highly-trained software engineering workforce with top-notch language skills and lower price, Dalian is an ideal location for outsourcing works from Japan and Korea.<\/p>\n

Mr. Shi told me: “Dalian has the best reputation in software because we have such a large talent pool than any city in China, we invest in education for more than 10 years and now we reap the benefits. When other cities invested in manufactures and buying a lot of equipments, we invested in education, especially in software engineering. Ten years ago, people laugh at us but now they know that we are right. Manufacturing creates many jobs but they are all low labor works and it attracts mostly people from agriculture area. It creates pollution, wastes and the movement of people from agriculture area to the city to look for better jobs creates a lot of social problems. When the economy going down, these people create another issues with protests and strikes. In our view, high technology works create higher paying jobs and attract only high educated people. When these people have comfortable living and money, they spent more and create more jobs for others. Software is a clean industry with no pollution, no social issues, no disruption on agriculture works and it fuel significant economic growth. We are making the right decision with software because we know how to invest in education”.<\/p>\n
