Software in the Middle East<\/p>\n

I just spent a week to lecture at Carnegie Mellon in Qatar then went to Riyadh, the capital of Saudi Arabia to visit some former students. The students organized a party for me where over twenty of them gathered and we had lot of foods and good conversations. This is a chance for me to learn more about the software industry in this region so I asked them: \u201cWhat is the software development industry like in the Middle East? Are there a lot of jobs? What are you all doing after graduated from CMU and returned to your countries?\u201d<\/p>\n

One student answered: \u201cWe do NOT develop software here. Our main business are in oil producing, trading, and financing, software is not an important industry here. Compare with others in the surrounding regions, we are behind in software. There is no government incentives to attract software business like free-trading zones or high tech parks designated for software.\u00a0 The current infrastructure is not adequate to support software industry. The majority of people do NOT know much about software, they buy computers mostly to play games. Of course, business companies use computers but they buy software from Microsoft, Oracle, SAP or IBM. There is no \u201cReal\u201d software industry in the Middle East but we do have software jobs, especially in the area of testing and supporting. After graduated from CMU, many of us returned home and work as managers of information systems. We do not develop software except building few websites, we outsource software works to other countries.\u201d.<\/p>\n

Another student added: \u201cHowever, in recent years, the use of information technology began to increase with some development activities aimed at local demand. Many users do not have good English language skills but most applications are developed in English so there is a demand for an Arabic version. Based on this need, some companies are providing solution to this problem by creating applications that supported Arabic language. The major achievement was the introduction of the Arabic version of Windows and Word processing, such products set the stage for a standard platform on which developers can build on. There are few small companies concentrate on software development for network and Internet solutions too. Many are joint ventures with global firms, such as IBM, Microsoft, SAP or Oracle to provide IT services\u201d.<\/p>\n

I asked: \u201cWhat\u2019s about the university and the training?<\/p>\n

One student answered: \u201cThere are several universities in the area. They all have engineering and computer programs but many students prefer to go to the U.S or U.K. for better education. Today with the opening of the Carnegie Mellon Qatar campus, students in the region can go there instead of travel abroad with the same quality trainings\u201d.<\/p>\n

Another student told me: \u201cEducation is an ongoing discussion here in Arab countries. Our education system is good but still needs improvement. Our government has spent a lot of money to build modern universities, modern laboratories, and hiring many professors to come and teach but our people, especially the younger generation, are not motivated to learn. Currently, the unemployment is high because many young people do not have the education and technical skills to work in industry. Our government already spent a lot money on job training but the problem still remains.\u00a0For years, our people are depending on oil exports and receiving revenue sharing from our government so they do not really have to work. However, in the future when oil runs out, we will be in serious problem. Our government has tried many things by encourage people to start their own business, learning new skills, but we are still depending on foreign workers to do works for us. I have seen many Indians come here to works, they have good skills due to their strong motivation. The reason is they are poor and education is the only way to escape poverty and we have job opportunity here. If you look around, you will see many works are done by foreign workers, from building constructions to highway, from hospitals to social services. Many doctors, nurses, servants and cooks are foreigners.<\/p>\n

I asked:\u00a0\u201cI saw a lot of buildings construction here, is there a plan to do something?\u201d<\/p>\n

A student answered: \u201cThat is the business vision, we have a \u201cbuilding-boom\u201d several years ago and everywhere there are buildings being built. The government wants to change our region into a global city for trade and finance so they invest a lot in construction. As you can see, we have a lot of land, mostly desert but it can be built into modern cities and we have a lot of money. The issue is as we built many large and modern buildings do we have the knowledge and skills to operate them. With all money spent in building and infrastructure but without skilled people to manage and operate, I am not sure if we are making the right decision. Let\u2019s look at the computer science programs, we are still training programming but not software engineering. We have students who can \u201ccode\u201d but NOT \u201cmanage software\u201d. The problem is we do NOT need programmers as we have workers from India came here as programmers, testers, and computer operators. Let\u2019s look at textbooks, we have many books translated into Arabic but you probably would laugh\u00a0because there are problems with translation. Reading a translated book is laughable as people translate them literally word by word which does not mean anything. We all read books in English.<\/p>\n

I asked: \u201c\u00a0Is it common for people to speak English here?<\/p>\n

A student answered: \u201cYes. English is considered the second language. Most street signs are printed in both Arabic and English. Many people speak English or are learning it because there are many English courses in public schools. The issue is what they learn English for? If they do not want to work, do not want to do business then why do they need it? The sad thing is there is no motivation to learn as education is not considered seriously by many people.<\/p>\n

Personally, this trip left some deep emotional in my mind. I left India with the image of a night class in a small village near Hyderabad, with three dimly lit light bulbs not enough to provide light to sixty village boys learning programming in Java. There were no computers so they learn everything by writing code on paper and the teacher would check it by go over each line of code with them. These students are poor and must help their parents in the fields during day time. At night, they all go to school to learn computer with the hope of someday they could have better life. Their dream jobs is becoming programmer and working in Hyderabad cyber-city. I left Saudi Arabia with a different image, a modern city with modern classrooms but I did not see students in the air conditioned classrooms. Many slept in the afternoon because the weather was very hot but they would go out at night to play computer games with friends or party in nightclubs.<\/p>\n

I asked one of my student when he took me to the airport in his expensive sport car: \u201cWhat will happen when oil ran out? What will happen when foreign companies leave? What will happen with all the modern buildings that you built but there are no business here?\u201d He answered: \u201cI do not know, we will think of something.
