Last year, despite the slow global economic recovery, India\u2019s information technology (IT) earned more than $97 billion dollars in outsourcing and captured 54% of global IT outsourcing market. It seems India is on the path to become one of the top five powerful nation in this 21<sup>st<\/sup>\u00a0century. However, India&#8217;s progress is now being slow down and could go off course because its educational system falls short of achieve the promise to its citizens.<\/p>\n<p>According to the\u00a0<em>Wall Street Journal<\/em>\u00a0article, all top companies that made the Indian economy growing fast are now struggling to find skilled workers. The simple reason: most of India&#8217;s college graduates are unemployable because they do not have the needed skills. According to Nagarajan, the owner of large software company only three out of every 100 applicants is considered \u201cemployable\u201d. He complains: \u201cWith India&#8217;s population size and thousand state colleges, it should be easy to find qualified graduates but we only found very few\u201d. This year, his company is desperate to hire 3.000 new employees but in a country of 1.2 billion people, it seems impossible. Most applicants who come to his company do not have even the basics technical skills. In the first three months of this year, he can hire just three out of every 100 applicants.<\/p>\n<p>For many years, India projects an image of a nation producing hundreds thousands IT graduates every year with a lower salary than higher-paid workers of the West. However, their success is also their demise because with the fast growth and high demand, India is running out of skilled workers. Instead, their state schools continue to graduate hundred thousand students with degrees but minimum skills. Even private schools, owned by IT companies such as Infosys, TCS, Wipro and HCL could not produce enough skilled workers to meet demands. Today, these companies have to expand their search to other places such as the Philippines, Malaysia, China, Mexico and Nicaragua. This year, Indian companies hired over 80,000 employees outside of India and the number is increasing fast.<\/p>\n<p>India&#8217;s economic miracle is supposed to create more opportunities for millions to rise out of poverty by getting good education and good jobs. But as India improves its economy by changing the law to favor more economic reform and bring in more foreign investments, it fails to reform its archaic colonial education system. Industry executives complain that their education system is hampered by too much bureaucracy, a focus on rote memorization and national tests, rather than critical thinking. Government also keeps all state school tuition low, which makes schools accessible to more students, but also keeps teacher salaries and budgets very low. Therefore, top students would not go into teaching professions and many teachers have to subsidize their low earning by working in more than one school. The worst thing is the current curriculum is outdated and completely disconnected from the real world. Due to high demand for technical workers, most schools in India are now enroll more than 1.5 million IT students each year, nearly four times the number in 2000. But most of its technical graduates are \u201cunemployable\u201d by India&#8217;s high-growth IT industries, according to results from assessment tests administered by the IT industry group.<\/p>\n<p>A student named Pradeep who graduated last year from College of Engineering told the Wall Street Journal that he has been on fifty job interviews but none of which led to work. He admitted: \u201cMost of us learned quickly in college that we did not need to go to some classes. The professors was very casual, and the students also took it very casually. Throughout college we all relaxed so we did not bother professors and they did not bother us. Most students routinely missed a couple of days of classes a week, and it took just few days of cramming from the textbooks at the end of the semester then we all passed exams. We never realized that there is a difference between having degrees and having skills, now it is too late\u201d.<\/p>\n<p>Another larger problem is the amount of cheating, often in collaboration with test graders. A student named Deepak told the Wall Street Journal that he failed several exams when he was enrolled at a top engineering college in Delhi, until he wrote his mobile number on the exam paper. That was what he did for a computer science exam, and shortly after that, the test examiner called him and offered to pass him and his friends if they paid 10,000 rupees each, about $250. He and four friends pulled together the money, and they all passed the test. He explained: \u201cI know that if I did not pay the money, I would have failed the exam again&#8221;. He said: \u201cCheating and corruption are very popular in India, you can buy a degree from some universities as many teachers would enroll students who pay them, pass them on exams, and graduate them with popular degrees such as computer science or software engineering\u201d.<\/p>\n<p>Dr. Nakra, Vice Chancellor of\u00a0 a large university told the Wall Street journal that there is no cheating at his school, and that if anyone were spotted cheating in this way, he would be &#8220;expel immediately.&#8221; He said he had read about one or two cases of cheating a year in the newspaper, and in the &#8220;rarest of the rare cases, it might happen somewhere, in small village but not in his school. He also complained that foreign newspapers tend to blow it out of proportions, and it effects the entire community.&#8221; The government test examiner could not be located for comment.<\/p>\n<p>Wipro Technologies, the India&#8217;s third largest software company has struggled for years to find skilled workers. S. Govil, senior vice president told the reporter: \u201cIndian education system needs to change its entire way of teaching to focus on learning, not rote memorization. We have an archaic system left from the colonial time but nobody want to change it. Many politicians talked about it for years but no action. How do you change the mind-set that knowledge is more than a piece of paper called degree? Many students go to college for the degree not for knowledge, as long as they pass exams than everything is fine until they have to go to find jobs. Without real knowledge, we cannot hire them and in this highly competitive world, if they do not have knowledge then they are left behind\u201d.<\/p>\n<p>According to the\u00a0<em>Wall Street Journal,<\/em>\u00a0the major problem lies in an outdated educational approach that values memorization and pays little attention to issues of academic honesty, creating a system ripe for corruption and there is no reform in sight. That is why many rich families send their children to study abroad instead of rely on their own education. The majority of middle class do not have much choice since they cannot afford it. A recent graduate named Shivana told\u00a0<em>Wall Street Journal<\/em>reporters: \u201cMy family has invested so much money in my education, and they do not understand why I am still not finding a job. I have a masters degree in business from a top university, wherein all the courses are taught in English. I have no problem with language and ready to work anywhere but after a year of looking for work, I could not find any entry-level position. I have attended many classes to learn \u201csoft skills\u201d, to improve my spoken English, interviewing skills but still no jobs. Most companies ask for certain things that I do not know, even my teachers told me that they do not know that either. We are learning from books written thirty to forty years ago, we are learning from teachers who graduated thirty or forty years ago, how can we learn something that help us to get jobs today?&#8221;<\/p>\n<p>The lack of knowledge and skills may mean that India will not become a global superpower as many have come to believe. Much of India\u2019s growth has occurred only in the last 20 years, progressing so rapidly that it is anticipated to be one of the most dominant world economies. But without an educated populace to take over, its growth could fall flat and soon. Without skilled workers, many foreign companies will leave and pull out their investments and it could devastate the current economy. In order to prevent that, some private companies have taken matters into their own hands. Since the state educational system cannot be relied on to produce skilled employees, companies have decided to create training programs for their own people. This may help some unskilled graduates but certainly not all. With a predicted 1 million people joining India&#8217;s workforce each month over the next ten years, India&#8217;s economic sustainability is at risk.<\/p>\n<p>Even top government leaders acknowledge the skilled labor shortage, educational reforms are a long way from becoming law. A law that gives schools more autonomy to design their own curriculum, is expected to be introduced in the cabinet in the next few weeks, and in parliament later this year. But many people in the industry doubt that it would pass soon. A software manager told the newspaper: \u201cPeople in government like to promise a lot but they will debate for many years before doing anything. The only law that can pass quickly is the increase in salary of government officials since no one will argue against it. The rest is not important\u201d.<\/p>\n<p>At stake is India&#8217;s ability to sustain growth as its economy is projected to expand 9% this year while maintaining its advantages as a high-skill and low-cost place to do business. The challenge is becoming more critical given the country&#8217;s more youthful population. More than half of India&#8217;s population is under the age of 25, and one million people a month are expected to seek jobs over the next decade.
