V\u00e0i n\u01b0\u1edbc c\u00f3 m\u1ecdi y\u1ebfu t\u1ed1 c\u1ea7n thi\u1ebft \u0111\u1ec3 h\u1ed7 tr\u1ee3 cho t\u0103ng tr\u01b0\u1edfng c\u00f4ng nghi\u1ec7p CNTT. T\u0103ng tr\u01b0\u1edfng c\u1ee7a c\u00f4ng nghi\u1ec7p CNTT tu\u1ef3 thu\u1ed9c v\u00e0o nhi\u1ec1u y\u1ebfu t\u1ed1 nh\u01b0 ch\u1ea5t l\u01b0\u1ee3ng c\u1ee7a k\u1ebft c\u1ea5u n\u1ec1n CNTT, vi\u1ec7c cung c\u1ea5p c\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng \u0111\u1ecba ph\u01b0\u01a1ng, ch\u1ea5t l\u01b0\u1ee3ng c\u1ee7a gi\u00e1o d\u1ee5c, kh\u00eda c\u1ea1nh ph\u00e1p l\u00ed v\u1ec1 s\u1edf h\u1eefu tr\u00ed tu\u1ec7, v\u00e0 m\u00f4i tr\u01b0\u1eddng kinh doanh to\u00e0n th\u1ec3. Ph\u1ea7n l\u1edbn c\u00e1c n\u01b0\u1edbc \u0111\u00e3 c\u1ea3i ti\u1ebfn m\u1ed9t s\u1ed1 y\u1ebfu t\u1ed1 nh\u01b0ng kh\u00f4ng ph\u1ea3i t\u1ea5t c\u1ea3. Ch\u00fang t\u00f4i c\u00f3 th\u1ec3 l\u00e0m th\u00eam c\u00e1i g\u00ec n\u1eefa?&#8221;<\/p>\n<p>T\u00f4i b\u1ea3o \u00f4ng \u1ea5y: \u201cL\u1ef1c l\u01b0\u1ee3ng lao \u0111\u1ed9ng c\u00f3 k\u0129 n\u0103ng l\u00e0 trung t\u00e2m c\u1ee7a c\u00f4ng nghi\u1ec7p CNTT. V\u1ea5n \u0111\u1ec1 kh\u00f4ng ph\u1ea3i l\u00e0 c\u00f3 h\u1ec7 th\u1ed1ng gi\u00e1o d\u1ee5c t\u1ed1t m\u00e0 l\u00e0 kh\u1ea3 n\u0103ng cung c\u1ea5p c\u00f4ng nh\u00e2n \u0111\u00e1p \u1ee9ng nhu c\u1ea7u to\u00e0n c\u1ea7u. V\u00ec k\u0129 n\u0103ng CNTT \u0111ang c\u00f3 nhu c\u1ea7u thay \u0111\u1ed5i nhanh ch\u00f3ng, ch\u01b0\u01a1ng tr\u00ecnh gi\u00e1o d\u1ee5c c\u1ee7a c\u00e1c c\u00f4ng ph\u1ea3i thay \u0111\u1ed5i nhanh ch\u00f3ng theo. \u0110i\u1ec1u n\u00e0y l\u00e0 kh\u00f3 kh\u0103n cho c\u00e1c n\u01b0\u1edbc c\u00f3 h\u1ec7 th\u1ed1ng gi\u00e1o d\u1ee5c nh\u00e0 n\u01b0\u1edbc s\u1edf h\u1eefu truy\u1ec1n th\u1ed1ng. After touring campus and talked with several school administrations, three members visit my department. As I showed them classrooms and laboratories, we had several conversations about global software development. One member, Mr. Heniek Muraski asked: \u201cWe know that Information Technology (IT) is a key driver for economic growth and job creation. We have set up several technology parks to promote IT industry but so far our earnings and jobs creation was still less than our expectation. We have been told by the Provost that you have conducted several studies on global Software trends so we want to ask your opinion about what can we do to create successful IT industry for outsourcing\u201d.<\/p>\n<p>I answered: \u201c Every governments know that IT industry creates more jobs and helps the economy grows faster. Few countries have all the factors necessary to support the growth of IT industry. The IT industry\u2019s growth depends on several factors such as the quality of the IT infrastructure, the supply of local skill workers, the quality of education, the legal aspect on intellectual property, and the overall business environment. Most countries have improved some factors but not all. If you have all of these factors, you can build a strong IT industry\u201d.<\/p>\n<p>Mr. Muraski said: \u201cWe know that, we already done that. We have invested in IT infrastructure. We have laws on intellectual property and flexible investment policies. We are welcoming other countries to invest in Poland with favorable import and export policies. Our education systems have been improving steadily, we have a lot of IT workers ready to work. Our costs are very reasonable as we want to compete with India and China. What more could we do?<\/p>\n<p>I told him: \u201cSkilled workforce is the heart of the IT industry. Without skilled workers, technology industry cannot grow. According to my study, there is a strong relationship between the strength of a country\u2019s education system and that of its technology industry. The challenge is that skills requirements for IT industry change very quickly. As companies outsource works to lower costs countries, they select countries that have skills that they need. Therefore, your country need to have a flexible approach to skills development. The issue is not about having good education system but the ability to supply workers that meet global demand. Since IT skills that are in demand are changing fast, your education programs must change quickly too. This is difficult to countries that have traditional state owned education systems. The reason the U.S is a trendsetter in skills development because it has high number of world-class universities. These schools are mostly privates so they can create training programs quickly to meet industry demand. Because of their excellent education, they attract talented students who contribute significantly to the U.S industry. In Europe, the UK, Sweden, and Germany have several excellent flexible education systems. In Asia, Singapore, Taiwan, and South Korea also have updating their education systems to be more flexible in recent years.<\/p>\n<p>He asked: \u201cHow\u2019s about China and India?<\/p>\n<p>I answered: \u201cChina and India produce more graduates than any other country. The Chinese government have increased funding for higher education and reorganized its educational system to focus on technology and the numbers of students have soared. Each year, their universities graduate about half million people in the fields of science, technology, engineering and mathematics. India also graduate about 700,000 students in computer and engineering. However, the large numbers hide a key issue. Despite the high number of graduates, both countries now report a shortage of skilled IT employees in a number of areas. Last year, India government reported that they cannot produce graduates fast enough to keep up with global demand. Why having over million graduates each year but still have the shortage? The simple reason is about 80% of graduates do not have the skills that the industry needs. The shortages are reported in high-level IT skills such as: project management, software architecture, change management, requirements engineering or business analysis, network security and service management. These are skills that industry need today to maintain a competitive business environment. The demand are about workers who understand how to automate business processes, manage increasingly complex network infrastructures, and create value to company. If you look closely at both China and India, you can still see that their current education systems are still follow a tradition that exists for many hundred years. They are full of theories, book knowledge with limited practices. Students spend three years just to learn to write code. They have to memorize a lot of equations to pass many exams. Their education systems are very slow to change despite a lot of government\u2019s investments. Few years ago, private companies in both China and India were so frustrated with the lack of progress and set up their own universities. It will take several more years to develop enough skilled workers to meet industry demand. This is the opportunity for other countries to compete, if they can improve their education system faster.\u201d<\/p>\n<p>Mr. Muraski seemed surprised: \u201cFor many years we focused on lower-skills such as programming, testing to meet the outsourcing demand because we saw that India and China were so successful. We did not know about the other higher skills.\u201d<\/p>\n<p>I explained: \u201cThat is what many people think too. Everybody is rushing to lower skills because they are the skills that being outsourced. That was correct ten years ago but thing has changed. According to my study, there is a large number of skilled people already reach retirement age in the U.S and Western Europe. Companies are finding that there are not enough people rising through the ranks to take the more skilled IT jobs. It used to be the case that a company would recruit young graduates, put them to work and have them learn on the job. After ten years or so, they have enough experiences to move up to higher skills such as project manager, business analyst or systems architect. The issue is today, most companies have over 45% of skilled people retiring but less than 10% of younger people take over their jobs than suddenly demand exceeds supply. In the past ten years, the number of students studied computer science and information technology dropped significantly. Many students selected Investment, Banking, Stock market trading fields etc. With fewer people enter the technical areas but more technical people are retiring, the balance changes. Now outsourcing is no longer about lower cost but changes to higher skills. Today companies are willing to pay more for these skills, if they can find them.\u201d<\/p>\n<p>Mr, Muraski shook his head: \u201cWe did not know about this change? Do India and China know that?<\/p>\n<p>I answered: \u201cUnfortunately, they did not anticipate this change either. They are now changing their approach to training because this skills gap is affecting both India and China too. According to Kiran Karnik, India\u2019s software industry representative, only less than 30% of its graduates are employable in the IT industry. He believes that by 2012, India\u2019s IT industry may face a shortfall of 800,000 skilled workers. The key issue is India\u2019s rigid methods of lecture-based teaching combine with rote memorization do not encourage critical thinking and problem solving skills. The situation in China is not better. China is also facing a shortage of highly skills workers, similar to India. The major problem in China is most graduates do not speak foreign languages well. They also lack soft-skills training. Their education system produces graduates who are unable to give presentations, engage with customers or articulate new ideas. Even many would take additional soft-skills trainings but so far they have not been successful. The simple reason is the traditional culture of being passive, rather than active. Students are taught to be quiet, not speaking their minds, focus on doing but not managing etc. It would take many more years to change this archaic education system.\u201d<\/p>\n<p>Mr Muraski asked: \u201cWhat is the best solution? How can we change fast?<\/p>\n<p>I explained: \u201cAlthough many Asian countries are working to improve their education systems, it would take many more years. Today students from China, Japan, South Korea and India flock to US universities to study and, after a period working in the US, many may return home with the skills they had learned. Those students will play a very critical role in develop their IT industry in their future.<\/p>\n<p>They will be able to bring back these missing skills in how to manage projects, companies, and industry in a Western styles. Of course, it will take time but that is one solution. There are several solutions so you cannot just select one but must select many and see which one would work best. The difficulty for many countries is that traditional education systems cannot respond quickly to the changing demands of industries. The most successful economies in adapting to changing needs are those where governments have a direct influence over the education systems, such as Singapore, South Korea and Malaysia. They have highly skilled people at positions that can set visions, directions and goals for universities and manage them until they are rapidly met. Another way is to import a good training education programs from top global schools to expedite the rapid improvement of the education system and it can make the difference. According to my study on technology trends, only the US, along with the UK, Sweden, S.
