Ng\u00e0y nay, c\u00f4ng ngh\u1ec7 l\u00e0 d\u1eabn l\u00e1i ch\u00ednh cho t\u0103ng tr\u01b0\u1edfng kinh t\u1ebf. C\u00f4ng ngh\u1ec7 t\u1ea1o ra nhi\u1ec1u vi\u1ec7c l\u00e0m h\u01a1n, nhi\u1ec1u l\u1ee3i nhu\u1eadn h\u01a1n, nhi\u1ec1u th\u1ecbnh v\u01b0\u1ee3ng kinh t\u1ebf h\u01a1n c\u00e1c l\u0129nh v\u1ef1c kh\u00e1c. \u0110\u00f3 l\u00e0 l\u00ed do t\u1ea1i sao nhi\u1ec1u n\u01b0\u1edbc mu\u1ed1n t\u1ea1o ra c\u00f4ng nghi\u1ec7p c\u00f4ng ngh\u1ec7 m\u1ea1nh t\u01b0\u01a1ng t\u1ef1 nh\u01b0 m\u00f4 h\u00ecnh “thung l\u0169ng Silicon”. M\u1ed9t s\u1ed1 n\u01b0\u1edbc \u0111\u00e3 chi h\u00e0ng tri\u1ec7u \u0111\u00f4 l\u00e0 \u0111\u1ec3 x\u00e2y d\u1ef1ng c\u00e1c c\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7; cho khuy\u1ebfn kh\u00edch v\u1ec1 thu\u1ebf \u0111\u1ec3 c\u00e1c c\u00f4ng ti chuy\u1ec3n v\u00e0o khu c\u00f4ng vi\u00ean; h\u1ea5p d\u1eabn \u0111\u1ea7u t\u01b0 n\u01b0\u1edbc ngo\u00e0i b\u1eb1ng vi\u1ec7c \u0111\u01b0a ra c\u00e1c khuy\u1ebfn kh\u00edch nh\u1eadp kh\u1ea9u v\u00e0 xu\u1ea5t kh\u1ea9u \u0111\u1eb7c bi\u1ec7t v.v. Kh\u00f4ng ai mu\u1ed1n th\u1eeba nh\u1eadn r\u1eb1ng h\u1ecd \u0111\u00e3 th\u1ea5t b\u1ea1i. H\u1ecd sao ch\u00e9p m\u00f4 h\u00ecnh “thung l\u0169ng Silicon” nh\u01b0ng kh\u00f4ng th\u1ec3 sao ch\u00e9p \u0111\u01b0\u1ee3c y\u1ebfu t\u1ed1 then ch\u1ed1t: c\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng v\u00e0 nh\u00e0 doanh nghi\u1ec7p.<\/span><\/p>\n

C\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7 KH\u00d4NG ph\u1ea3i l\u00e0 v\u1ec1 vi\u1ec7c d\u00e0nh ra \u0111\u1ea5t \u0111ai v\u00e0 x\u00e2y v\u0103n ph\u00f2ng. C\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7 KH\u00d4NG ph\u1ea3i l\u00e0 v\u1ec1 thi\u1ebft l\u1eadp c\u00e1c trung t\u00e2m nghi\u00ean c\u1ee9u hay \u0111\u1ea1i h\u1ecdc. C\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7 KH\u00d4NG ph\u1ea3i l\u00e0 v\u1ec1 ban h\u00e0nh c\u00e1c khuy\u1ebfn kh\u00edch thu\u1ebf \u0111\u1eb7c bi\u1ec7t cho xu\u1ea5t nh\u1eadp kh\u1ea9u. Ch\u1ea5t li\u1ec7u ch\u00ednh c\u1ee7a c\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7 l\u00e0 c\u00f3 c\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng v\u00e0 nh\u00e0 doanh nghi\u1ec7p. \u0110\u1ec3 t\u1ea1o ra “thung l\u0169ng Silicon”, b\u1ea1n c\u1ea7n c\u00e1c nh\u00e0 doanh nghi\u1ec7p; nh\u1eefng ng\u01b0\u1eddi b\u1eaft \u0111\u1ea7u c\u00f4ng ti ri\u00eang c\u1ee7a h\u1ecd v\u00e0 nh\u1eefng ng\u01b0\u1eddi n\u00e0y ch\u1ec9 t\u1edbi khi c\u00f3 \u0111\u1ee7 c\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng. Ng\u00e0y nay kh\u00f4ng kh\u00f3 b\u1eaft \u0111\u1ea7u m\u1ed9t c\u00f4ng ti. Ng\u00e0y nay kh\u00f4ng kh\u00f3 t\u00ecm ra nh\u00e0 \u0111\u1ea7u t\u01b0 ng\u01b0\u1eddi s\u1eb5n l\u00f2ng cung c\u1ea5p t\u00e0i ch\u00ednh cho vi\u1ec7c b\u1eaft \u0111\u1ea7u c\u00f4ng ngh\u1ec7. Ch\u00ednh c\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng m\u1edbi x\u00e1c \u0111\u1ecbnh s\u1ef1 th\u00e0nh c\u00f4ng hay th\u1ea5t b\u1ea1i c\u1ee7a c\u00f4ng vi\u00ean c\u00f4ng ngh\u1ec7. C\u00f4ng nh\u00e2n c\u00f3 k\u0129 n\u0103ng t\u1edbi t\u1eeb h\u1ec7 th\u1ed1ng gi\u00e1o d\u1ee5c c\u00f3 ch\u1ea5t l\u01b0\u1ee3ng. Thay v\u00ec \u0111\u1ea7u t\u01b0 v\u00e0o \u0111\u1ea5t \u0111ai, nh\u00e0 x\u01b0\u1edfng, v\u00e0 v\u0103n ph\u00f2ng, t\u1ed1t h\u01a1n c\u1ea3 l\u00e0 \u0111\u1ea7u t\u01b0 v\u00e0o gi\u00e1o d\u1ee5c tr\u01b0\u1edbc.<\/p>\n

Ng\u00e0y nay, sinh vi\u00ean c\u00f3 th\u1ec3 c\u00f3 \u0111\u01b0\u1ee3c gi\u00e1o d\u1ee5c c\u00f3 ch\u1ea5t l\u01b0\u1ee3ng d\u1ec5 h\u01a1n nhi\u1ec1u so v\u1edbi v\u00e0i n\u0103m tr\u01b0\u1edbc. N\u1ebfu \u0111\u1ea5t n\u01b0\u1edbc kh\u00f4ng c\u00f3 n\u1ec1n gi\u00e1o d\u1ee5c t\u1ed1t, sinh vi\u00ean c\u00f3 th\u1ec3 \u0111i h\u1ecdc \u1edf \u0111\u00e2u \u0111\u00f3 kh\u00e1c. Theo m\u1ed9t nghi\u00ean c\u1ee9u gi\u00e1o d\u1ee5c to\u00e0n c\u1ea7u, s\u1ed1 sinh vi\u00ean \u1edf ngo\u00e0i n\u01b0\u1edbc h\u1ecd \u0111\u00e3 t\u0103ng l\u00ean \u0111\u00e1ng k\u1ec3 trong v\u00e0i n\u0103m qua. Hi\u1ec7n th\u1eddi, h\u01a1n ba tri\u1ec7u sinh vi\u00ean \u0111ang h\u1ecdc \u1edf n\u01b0\u1edbc ngo\u00e0i. Ng\u00e0y nay M\u0129 c\u00f3 hai ph\u1ea7n ba sinh vi\u00ean t\u1ed1t nghi\u1ec7p \u0111\u1ea1i h\u1ecdc ng\u01b0\u1eddi n\u01b0\u1edbc ngo\u00e0i\u00a0 tr\u00ean th\u1ebf gi\u1edbi t\u1ea1i c\u00e1c \u0111\u1ea1i h\u1ecdc c\u1ee7a M\u0129.<\/p>\n

Khi m\u1ed9t s\u1ed1 n\u01b0\u1edbc nh\u1eadn ra gi\u00e1 tr\u1ecb c\u1ee7a gi\u00e1o d\u1ee5c, c\u00e1c n\u01b0\u1edbc kh\u00e1c v\u1eabn \u0111ang ch\u1ed1ng l\u1ea1i thay \u0111\u1ed5i. Ng\u00e0y nay n\u00f3 c\u00f3 thi\u1ebfu h\u1ee5t nghi\u00eam tr\u1ecdng c\u00f4ng nh\u00e2n CNTT c\u00f3 k\u0129 n\u0103ng nh\u01b0ng \u0111\u1ed3ng th\u1eddi, n\u00f3 c\u00f3 v\u00e0i tri\u1ec7u c\u00f4ng nh\u00e2n “c\u00f3 b\u1eb1ng c\u1ea5p CNTT” b\u1ecb th\u1ea5t nghi\u1ec7p. C\u00f4ng nghi\u1ec7p CNTT \u1ea4n \u0110\u1ed9 \u0111\u00e3 \u01b0\u1edbc l\u01b0\u1ee3ng r\u1eb1ng 75% sinh vi\u00ean t\u1ed1t nghi\u1ec7p CNTT th\u1eadm ch\u00ed kh\u00f4ng c\u00f3 k\u0129 n\u0103ng c\u01a1 b\u1ea3n \u0111\u1ec3 l\u00e0m vi\u1ec7c trong c\u00f4ng nghi\u1ec7p. B\u1eb1ng vi\u1ec7c qu\u00e1 ch\u1eadm ch\u1ea1p thay \u0111\u1ed5i \u1edf m\u1ee9c \u0111\u1ea1i h\u1ecdc c\u00f4ng, \u1ea4n \u0110\u1ed9 \u0111\u00e3 cho ph\u00e9p “c\u00f4ng nghi\u1ec7p \u0111\u1ea1i h\u1ecdc t\u01b0” l\u1ea5p v\u00e0o nhu c\u1ea7u n\u00e0y. Ph\u1ea7n l\u1edbn c\u00e1c tr\u01b0\u1eddng t\u01b0 “v\u00ec l\u1ee3i nhu\u1eadn” n\u00e0y \u0111ang l\u00e0m r\u1ea5t t\u1ed1t trong vi\u1ec7c cung c\u1ea5p sinh vi\u00ean c\u00f3 “b\u1eb1ng c\u1ea5p” nh\u01b0ng kh\u00f4ng c\u00f3 k\u0129 n\u0103ng th\u1ef1c. Technology and education<\/p>\n

Today, technology is the main driver for economic growth. Technology creates more jobs, more profits, and more economic prosperities than any other fields. That is why many countries want to create a strong technology industry similar to the \u201cSilicon Valley\u201d model. Some have spent millions or billions of dollars to build technology parks; give tax incentives to companies to move in the park; attract foreign direct investment by offering special import and export incentives etc. However, most attempts did not work. When I visited these government sponsored tech parks, I saw many empty buildings, empty offices, no foreign investments; no foreign companies relocate there but only few local companies. No one wants to admit that they have failed. They copy the \u201cSilicon Valley\u201d model but could not copy the key factors: Skilled workers and Entrepreneur.<\/p>\n

TechnologyPark is NOT about acquiring lands and building offices. TechnologyPark is NOT about establishing research centers or universities. TechnologyPark is NOT about issuing special tax incentives for import\/export. The main ingredient of TechnologyPark is having skilled workers and entrepreneurs. To create a \u201cSilicon Valley\u201d, you need entrepreneurs; people who start their own company and these people only come when there are enough skilled workers. Today it is not difficult to start a company. Today it not difficult to find investors who are willing to provide the financing for technology startups. It is the skilled workers that determine the success or failure of technology park. Skilled workers come from quality education systems. Instead of invest in lands, buildings, and offices; it is better to invest in education first.<\/p>\n

Today, students can get a quality education much easier than few years ago. If the country does not have good education, students can study elsewhere. According to a global education study, the numbers of students study outside their own country has been increased significant in the past few years. Currently, more than three million students are studying abroad. This number is expected to triple to 8.5 million by 2025. Most students go to the U.S and western European countries where education systems are considered better than their countries. Today the U.S. has about two-thirds of the world\u2019s foreign graduate students at U.S universities.<\/p>\n

Recently, there are changes among some countries such as China, Japan, South Korea and Saudi Arabia. They all establish their own universities that can compete with the top-rated schools in the U.S and Europe. These governments know that university education is vital to innovation and economic growth. They are no longer content to send students overseas and lose their talents to host countries. They want to create world-class universities of their own to ensure that they can build a strong technology industry.<\/p>\n

Chinese government is focusing on improve education at their top universities. They announced the formation of an \u201celite consortium\u201d to recruit best faculties in the world to teach there. They do not mind spending for these talented professors with significant salary and research funding. They also invest a lot of money to develop the most up-to-date technology training programs. Last year, Tsinghua and PekingUniversities have surpassed UC-Berkeley as the number one source of students earning PhDs. Chinese government is working hard to lure back overseas Chinese who have Western degrees and experiences to return to develop a strong technology industry.<\/p>\n

In Saudi Arabia, King Abdullah invested $10 billion of his own money to the brand-new King Abdullah University of Science and Technology (KAUST) and hires the best research scientists and professors to educate its citizens.<\/p>\n

South Korea is recruiting top professors to its elite Korea Advanced Institute of Science and Technology (KAIST) and selects the best students for this prestigious school. The government is creating an academic zone near the IncheonInternationalAirport, where a number of western branch universities can open campuses there.<\/p>\n

Singapore schools collaborate with several top universities in the world and bring their programs to its students. It has programs from DukeUniversity\u2019s medical schools, the University of Chicago\u2019s business school, and MIT engineering school, to speed up the development of their talents.<\/p>\n

When some countries recognize the value of education, others are still resisting the change. Slow to improve education is a major problem for some countries. For many years, India education did not improve much, despite a huge need for education. That is why numbers of Indian students study oversea has increased significantly each year. Indian\u2019s education has been so bad; it has weakened its entire state school system with obsolete training programs and high absentee of professors. India is the most successful in IT technology outsourcing with $97 billion dollar in revenue and creates additional 15 million jobs for its economy. Today it has a severe shortage of IT skilled workers but at the same time, it has several millions of \u201cIT degreed\u201d unemployed workers. The India IT industry has estimated that 75% of IT graduates does not even have the basic skills to work in industry. By too slow to change at the public university level, India has allowed the \u201cprivate university industry\u201d to fill the need. Most of these \u201cFor-profit\u201d private schools are doing very well in providing students with \u201cdegrees\u201d but no actual skills. It is estimated that if several million unemployed IT workers can works, the country can create additional thirty five million jobs and bring in over $100 billion more in revenue.<\/p>\n

To promote technology, you must start with quality education. Quality education is a major investment of the entire country and must be taken seriously. Education can enrich the lives of people; promotes businesses; brings prosperities, and educates the future generation for the good of the society, and the benefit of a country.<\/p>\n
