Theo Hi\u1ec7p h\u1ed9i qu\u1ed1c gia c\u00e1c c\u00f4ng ti ph\u1ea7n m\u1ec1m v\u00e0 d\u1ecbch v\u1ee5 (NASSCOM) c\u1ee7a \u1ea4n \u0110\u1ed9, n\u0103m nay c\u00f4ng nghi\u1ec7p kho\u00e1n ngo\u00e0i d\u1ecbch v\u1ee5 CNTT s\u1ebd v\u01b0\u1ee3t qua $100 t\u1ec9 \u0111\u00f4 la M\u0129 trong xu\u1ea5t kh\u1ea9u v\u00e0 ti\u1ebfp t\u1ee5c m\u1edf r\u1ed9ng nhanh h\u01a1n mong \u0111\u1ee3i tr\u01b0\u1edbc \u0111\u00e2y. Ch\u1ee7 t\u1ecbch c\u1ee7a NASSCOM c\u00f4ng b\u1ed1: “\u0110\u00e2y \u0111\u00e3 l\u00e0 n\u0103m r\u1ea5t t\u1ed1t cho c\u00f4ng nghi\u1ec7p CNTT \u1ea4n \u0110\u1ed9 nh\u01b0 ch\u00fang ta \u0111\u00e3 th\u1ea5y t\u0103ng tr\u01b0\u1edfng tr\u00ean 16 ph\u1ea7n tr\u0103m. T\u1ed5ng thu nh\u1eadp c\u1ee7a khu v\u1ef1c kho\u00e1n ngo\u00e0i CNTT \u0111\u01b0\u1ee3c \u01b0\u1edbc l\u01b0\u1ee3ng l\u00e0 tr\u00ean $101 t\u1ec9 \u0111\u00f4 la M\u0129. V\u1edbi \u1ea4n \u0110\u1ed9, Tho\u1ea3 thu\u1eadn t\u1ef1 do th\u01b0\u01a1ng m\u1ea1i (FTA) v\u1edbi EU s\u1ebd gi\u00fap c\u00e1c c\u00f4ng ti CNTT \u0111ang t\u0103ng tr\u01b0\u1edfng nhanh ch\u00f3ng c\u1ee7a n\u00f3 b\u00e0nh tr\u01b0\u1edbng v\u00e0o th\u1ecb tr\u01b0\u1eddng ch\u00e2u \u00c2u v\u00e0 chi ph\u1ed1i khu v\u1ef1c n\u00e0y c\u0169ng nh\u01b0 h\u1ecd \u0111\u00e3 l\u00e0m \u1edf M\u0129. N\u1ec1n kinh t\u1ebf \u1ea4n \u0110\u1ed9 \u0111\u00e3 t\u1eadn h\u01b0\u1edfng hai th\u1eadp k\u1ec9 t\u0103ng tr\u01b0\u1edfng nhanh ch\u00f3ng \u0111\u01b0\u1ee3c d\u1eabn l\u00e1i b\u1edfi kho\u00e1n ngo\u00e0i CNTT, cho d\u00f9 xu\u1ea5t kh\u1ea9u ch\u1ebf t\u1ea1o v\u00e0 l\u01b0\u01a1ng th\u1ef1c c\u1ee7a n\u00f3 \u0111\u00e3 kh\u00f4ng l\u00e0m t\u1ed1t th\u1eddi gian g\u1ea7n \u0111\u00e2y. \u1ea4n \u0110\u1ed9 mu\u1ed1n EU l\u00e0m d\u1ecbu c\u00e1c qui ch\u1ebf h\u1ea1n ch\u1ebf t\u0103ng tr\u01b0\u1edfng cho c\u00e1c c\u00f4ng ti d\u1ecbch v\u1ee5 ph\u1ea7n m\u1ec1m \u0111\u1ec3 chuy\u1ec3n giao d\u1ecbch v\u1ee5 CNTT cho kh\u00e1ch h\u00e0ng ch\u00e2u \u00c2u nh\u01b0ng c\u00e1c n\u01b0\u1edbc EU s\u1ee3 r\u1eb1ng vi\u1ec7c cho ph\u00e9p nhi\u1ec1u kho\u00e1n ngo\u00e0i CNTT v\u00e0o l\u00fac th\u1ea5t nghi\u1ec7p \u0111ang l\u00ean c\u00f3 th\u1ec3 kh\u00f4ng ph\u1ea3i l\u00e0 \u00fd t\u01b0\u1edfng t\u1ed1t. B\u00e0i h\u1ecdc r\u00fat ra t\u1eeb c\u00e1c n\u01b0\u1edbc kh\u00e1c ch\u1ec9 ra r\u1eb1ng n\u1ebfu \u1ea4n \u0110\u1ed9 \u0111\u01b0\u1ee3c ph\u00e9p b\u00e0nh tr\u01b0\u1edbng trong khu v\u1ef1c n\u00e0y, nhi\u1ec1u c\u00f4ng ti ph\u1ea7n m\u1ec1m \u0111\u1ecba ph\u01b0\u01a1ng s\u1ebd kh\u00f4ng c\u00f3 kh\u1ea3 n\u0103ng c\u1ea1nh tranh v\u1edbi chi ph\u00ed th\u1ea5p do c\u00f4ng ti \u1ea4n \u0110\u1ed9 ch\u00e0o. Khi nh\u1eefng c\u00f4ng ti \u0111\u1ecba ph\u01b0\u01a1ng n\u00e0y m\u1ea5t \u0111i r\u1ed3i, chi ph\u00ed t\u1eeb c\u00f4ng ti \u1ea4n \u0110\u1ed9 s\u1ebd t\u0103ng l\u00ean r\u1ea5t nhanh.<\/p>\n

India’s Technology industry 2012<\/p>\n

According to The National Association of Software and Services Companies (NASSCOM) of India, this year IT services outsourcing industry will pass the $100 billion USD in export and continue to expand faster than previously expected. The chairman of NASSCOM announced: “This has been a very good year for the India\u2019s IT industry as we have seen a growth of over 16 per cent. Total revenue of the IT outsourcing sector is estimated over $101 billion USD. If we continue this trend, our industry can reach $225 billion by 2020. However, we will need to add 1,20,000 more software jobs to support our ongoing activities and for future growth. In 2011, we has created over one hundred thousand new software jobs but we are still short of skilled workers as we could do more.\u201d<\/p>\n

To counter the notion that India\u2019s outsourcing industry has taken jobs from U.S workers, NASSCOM announced that Indian IT companies have employed over 100,000 US workers in the U.S and they have plans to hire more. However, the hiring of local workers do not change the attitude of European countries toward India.<\/p>\n

For years, India and the European Union (EU) have been working to get a free trade agreement but it seems that it may not happen soon. The main reason is the differences over India\u2019s taxes on European cars and the EU \u2018s reluctant to allow more market access for India\u2019s software service companies. To protect local market, India placed a high level taxes on European car export to India, which make them about 10 times greater than Indian vehicles.<\/p>\n

For India, a Free Trade Agreement (FTA) with EU would help its rapidly growing IT companies to expand into the European market and dominate this area just like they did in the U.S. India economy has enjoyed two decades of rapid growth driven by IT outsourcing, even its manufacturing and foods exports have not doing well lately. European countries are facing financial difficulties, with rising unemployment and a debt crisis. Autos are a key export for Europe and they want to sell more to India’s newly wealthy people. But Indian places strict tariffs taxes on all imported EU cars make it impossible to sell them. An EU representative declared: \u201cThese are prohibitive tariffs, the market is basically closed to us. We cannot let them sell software services when we cannot sell our automobiles.”<\/p>\n

India wants EU to ease regulations that restrict the growth for the software services companies to deliver IT services to European customers but EU countries are afraid that allowing more IT outsourcing at a time of rising unemployment may not be a good idea. Lessons learned from other countries indicated that if India is allowed to expand in this area, many local software companies will not be able to compete with the low costs offered by Indian companies. When these local companies were gone, the costs from Indian companies will increase very quickly.<\/p>\n
